pal me;N jahaa;N ko dekhte mere ;Dubo chukaa
ik vaqt me;N yih diidah bhii :tuufaan ro chukaa

1) in a {moment / eye-blink} of my looking at the world-- I had already drowned it
2) in a single/particular/unique/excellent time-period, even/also this eyesight/eyes had already wept a typhoon

Notes:

pal : 'The eyelid; a moment: — pal maarte , adv. In the twinkling of an eye, instantly, immediately'. (Platts p.266)

S. R. Faruqi:

The opening-verse is for completeness [bhartii]. But in the first line one pleasure is that the relationship of mere can be with dekhte ( mere dekhte ), and also with jahaa;N ( mere jahaa;N ko ).

There's also the enjoyable wordplay of pal as both 'moment' and 'eyelid'.

The speaker sounds astonished, vexed, rueful, maybe a bit apologetic-- 'Damn, just a single passing glance at the world, just a brief moment of emotional unguardedness, and already the whole thing's gone under the waves! Now what do I do?!'

Compare Ghalib's brilliant take on the natural world's vulnerability to human passions-- in this case, through not water but fire:
