For background see S. R. Faruqi's choices. This verse is NOT one of his choices. Partly because Ghalib chose this verse for inclusion in Gul-e ra'na (c.1828), I have added it myself. For more on Ghalib's unpublished verses, see the discussion in {4,8x}.
It's not surprising that Ghalib omitted this little-nothing verse from his published divan. But it is surprising that he included it in Gul-e ra'na. Obviously he didn't consider it quite as minimal as it looks to the naked eye. Could he have found in it a kind of 'expressive' quality? Perhaps this is one for the tiny little 'natural poetry' set among his ghazal verses. For more on such rare personally expressive verses, see {66,1}.
